Abstract：This paper outlines the situation of Shanghai dyke and presents the main content of Shanghai dyke flood prevention emergency management system; which include organization structure, warning response, technical support and emergency rescue. Additionally, it analyses effects on the enhancement of command and dispatch ability, the promotion of industry level and the aggrandizement of preventive awareness, and also points out problems. The paper proposes suggestions that would improve emergency plan, cooperation mechanism and team and talent training, so as to play a greater role in city safety.
