Flash flood forecasting and warning system and pilot application in Fujian Province

Abstract:Fujian Province is one of the regions prone to flash flood disasters induced by torrential storms and river floods. Forecasting flash flood accurately and disseminating warning messages timely have become the key issue in provincial flood prevention and mitigation. A flash flood forecasting and warning system was developed based on China Flash Flood Hydrological Model in Fujian Province. This paper introduces the design, framework and functions of this system. Pilot applications were carried out in Zherong County, Shunchang County and Yongchun County, where flash floods have frequented and serious damage resulted. The achievements were analyzed. This study was expected to provide technological supports for decision making and system construction for flood control and mitigation.
