Discussion on the framework of urban flood hazard emergency management in China

Abstract:In recent years, the frequent occurrence of urban flood disasters in China has caused great economic losses. Emergency management is one of the major measures to prevent and mitigate urban flood hazard in China. In this study, the concept, the framework and primary elements of the emergency management for urban flood pre-venting and hazard mitigation in China are proposed, and the relationship between risk management and crisis management is analyzed. In addition, current situation and shortcomings of the emergency management in cities of China are introduced in detail. By referring to the advanced experiences abroad, improving suggestions are put for-ward, which can be a reference for the construction and improvement of urban flood hazard emergency manage-ment in China.
