Abstract:A flood forecasting and flood regulating system framework was designed in C/S mode based on GIS information management platform. The design scheme of overall system function, architecture and functional module were proposed. The major function modules such as basic data management, flood forecasting and flood regulating were set and integrated. The system design scheme was applied to the Da-ying river basin. The flood forecasting and flood dispatching system for Da-ying river basin was constructed with which flood forecasting, flood control situation analysis, flood dispatching scheme generation, simulation and comparation can be realized and generated to provide efficient decision support for Da-ying river basin flood control.
