    对城市老城区防洪排涝系统升级改造的思考

    Thoughts on upgrading and reforming flood protection and waterlogging prevention system in the old city

    • 摘要: 近年来,我国一些城市内涝、“看海”问题频现,城市老城区内涝问题尤其突出。分析了城市老城区防洪排涝系统存在的问题,并结合海绵城市建设提出了相应对策。以北京市某公交场站为例,采用数学模型法,对项目建设前后的内涝风险进行模拟评估,并结合模拟结果提出不同的内涝防治策略。结果表明,在外部排水设施改造困难情况下,城市老城区防洪排涝系统应结合海绵城市及绿色基础设施建设以加强源头控制和雨洪利用为重点;以雨水管道为代表的灰色基础设施在降低城市老城区内涝风险中有着重要作用;利用绿色基础设施进行源头控制对减缓城市老城区洪涝灾害具有一定效果;建议尽快开展对老城区中绿地、广场等开放空间的改造利用,使其具备蓄、滞、渗等海绵功能,从而尽快缓解老城区的洪涝风险。

       

      Abstract: In recent years,Beijing City has suffered frequent waterlogging disasters,particularly the old part of the city. In this paper,the flood protection and waterlogging prevention problems of the old city are analyzed and the corresponding solutions are put forward. Taking Beijing bus station for example, the risk of waterlogging and drainage before and after the construction of the project was simulated using the mathematical model,and different waterlogging control strategies were proposed based on the simulation results. It is found that rainwater control and utilization should be the key point of the flood protection and waterlogging drainage system when the outside drainage facilities are difficult to reconstruct;Gray infrastructures represented by rainwater pipeline play an important role and the source control based on green infrastructures has some good effect on the flood protection and waterlogging drainage system construction;It's suggested that the open space of the old city should be fully reconstructed and used in order to reduce the risk of waterlogging.
