Abstract:
In recent years, stakeholder research has been popular in all industries. For urban flood management, the stakeholders have always been known for their complexity and variability.A large number of organizations, including government departments at all levels, research institutions, non-governmental organizations, civil organizations, and even the people themselves can be considered as stakeholders in urban flood disaster management. Meanwhile, these stakeholders will participate in various management actions at different times and different degrees. How to distinguish and analyze these stakeholders and carry out systematic management is the key step to achieve advanced and sustainable urban flood management. This paper briefly describes the process of stakeholder analysis in urban flood management and realizes a multi-dimensional stakeholder analysis system based on the social network analysis method, Mitchell score-based approach and so on.
