Abstract: Flood control is the primary task of governance and protection for the Yangtze River. In 2008, the State Council officially approved the flood control planning for the Yangtze River Basin, which clarified the planning goals and overall layout for the near term(2015)and the long term(2025). At present, the near-term planning year has passed, and flood control and disaster reduction of the Yangtze River are facing new situations and challenges. In addition, the new development concept from the central government has put forward new requirements for flood control in river basins. Based on comprehensive comparison between near-term planning goals, task and actual performance, the achievements and existing problems during the planning implementation are objectively analyzed. According to the new situation and new requirements of flood control in the Yangtze River Basin, the mid-term assessment conclusions and suggestions on planning implementation in the future are proposed. This study is aimed at not only making the planning implementation during the remaining planning period more consistent with the actual situation in the Yangtze River Basin, but also laying out a good foundation for the planning formulation for the next stage.
