    Evolution and optimization suggestion on flood prevention and drainage pattern in Beijing central city

    • 摘要: 北京中心城区的防洪排涝格局对首都洪涝灾害应对具有重要意义。以历史资料为基础,分析中心城防洪排涝格局的演变趋势及其主要影响因素,总结了现状防洪排涝格局的运用情况和所发挥的作用。从首都发展新形势和管理需求出发,分析了目前防洪排涝格局中存在的与城市功能协调性有待提升、局部排洪不畅、与生态蓄水矛盾突出、超标准洪水应对措施模糊等问题,并针对问题在完善分洪蓄洪工程、调整排洪途径等方面提出优化建议。

       

      Abstract: Flood prevention and drainage patterns of Beijing central city is critical for coping with flood and waterlog disasters in the capital. Based on the historical information, this paper analyzes the evolution trend and major influencing factors of the flood prevention and drainage patterns of Beijing central city, and summarizes the application and role of the current status of flood prevention and drainage patternx. In terms of the new situation of the capital city's development and management demand, this paper analyzes the issues need to be solved in the flood prevention and drainage patterns, such as the need of promoting urban function coordination, the local poor flood drainage, the prominent contradiction with ecological water storage and the ambiguous measures of over level flood. Aiming at these problems, some optimization suggestions on improving flood-diversion and storage projects and adjusting flood drainage approaches are proposed.
