    我国山洪灾害防治理论技术体系的形成与发展

    Formation and development of theoretical and technical system of flash flood disasters prevention in China

    • 摘要: 在回顾我国山洪灾害防治项目建设历程基础上,系统梳理了山洪灾害防治理论技术体系的形成脉络与核心内容,包括山洪灾害防治连续统概念模型、小流域暴雨洪水分析方法、监测预报预警技术、预警指标分析体系和风险评价理论等。提出今后一个时期我国山洪灾害防治要强化小流域系统治理,重点构建以省级山洪灾害监测预警平台为核心的监测预警系统和以基层责任制为核心的群测群防体系,持续提升山洪灾害动态预报预警能力和预警精准度,拓展山洪灾害监测预警信息服务。
