    山洪灾害防治研究现状及发展趋势

    Review and development trend of flash flood disaster prevention and management

    • 摘要: 随着全球气候变化和人类活动影响,山区生态环境恶化、极端水文事件增加,造成山洪灾害日益严重。山洪灾害防治经过基础科学研究、项目建设实践、灾害事件复盘调研等,目前已经形成了非工程和工程措施相结合的山洪灾害防治体系。从山洪灾害成灾机理、山洪灾害监测预警技术和山洪灾害风险管理3个方面阐述了当前国内外山洪灾害防治现状,分析了变化环境下山洪灾害防治的实际需求,提出山洪灾害防治研究的发展方向:从机理研究、技术研发、模式构建和应用示范开展山洪灾害防御关键技术攻关,充分发挥物联网等高新技术在山洪灾害防治领域中的应用,构建综合考虑“自然”和“社会”因素的新型山洪灾害防治范式。

       

      Abstract: With the impact of global climate change and human activities, the ecological environment in mountain areas has deteriorated and extreme hydrological events have increased, resulting in increasingly serious flash flood disasters. Through basic scientific research, project construction practice, disaster event review and investigation and so on, a flash flood disaster prevention and management system combining non-structure and structure measures has been formed. The current situation of flash flood disaster prevention and management in China and abroad was summarized from three aspects: the mechanism of flash flood disaster, flash flood disaster monitoring and early warning technology and flash flood disaster risk management, and the actual demand of flash flood disaster preventionmanagement under changing environment was analyzed, and the development trend of the research on the flash flood disaster prevention and management was put forward: tackle the key technologies of flash flood disaster prevention from mechanism research, technology research and development, model construction and application paradigm; give full play to the application of high and new technologies such as the Internet of Things in the field of flash flood disaster prevention and management; build a new model of flash flood disaster preventionand management that comprehensively considers "natural" and "social" factors.
