Abstract: In recent years, extreme and over standard floods have occurred in many regions of China, resulting in serious regional economic losses and significant social impact. The key measures to reduce disaster losses is to prepare flood emergency plans and improve the response capacity for excessive floods. Due to the different characteristics of over standard and within standard floods, the response and plan preparation are also different. On the basis of combing the documents prepared by the Ministry of Water Resources for the prevention of excessive flood, combined with the relevant technical requirements of Liaoning Province, and taking Hunhe River as an example, this paper summarizes the methods, ideas, key contents and issues that should be paid attention to, in order to provide reference for other regions to carry out relevant works.
