Abstract:
Global climate change and rapid economic and social development have caused prominent water resource shortages in some areas of the Huaihe River basin.The research on raising the storage water level of Bengbu Sluice is of great significance to alleviate the pressure of regional drought and water shortage,improve the ecological environment of the main stream of the Huaihe River,and maximize the benefits of the project.From the perspective of drought relief and disaster reduction,based on the water supply and demand data before and after the water diversion from the Yangtze River to the Huaihe River,this paper calculates the water shortage ratio of different water storage schemes and the drought risk level under different drought frequencies,deeply analyzes the degree of drought risk reduction before and after the water diversion from the Yangtze River to the Huaihe River,and analyzes the impact of four different water storage schemes after the water storage level rise.The results show that the elevation of the storage water level of Bengbu Sluice has played a regulating role in the local water shortage and effectively reduced the local drought risk.Considering the drought resistance cost and benefit output ratio,the effect of Bengbu Sluice water storage scheme II (18.5 m) is the best.In case of drought with 5-year,10-year and 20-year return period,when the storage water level of Bengbu Sluice is raised to 18.5 m,the drought risk is reduced by 1-2 grades,which can meet the actual demand for drought resistance;However,in case of drought with a return period of more than 50 years,the four water level raising schemes cannot reduce the local drought risk and the risk is still high.Therefore,the raising of the storage level of Bengbu Sluice has a good effect on alleviating moderate and severe drought,while the mitigation effect on catastrophic drought is still not significant.
