Abstract:
With the improvement of human social risk awareness, the risk of flood disaster has been further magnified with the process of global warming and rapid urbanization, in order to deal with this change, the flood control systems design of various countries shows a changing trend to the ideas of "comprehensive water governance", which is also reflected in the flood control practice in our country. This paper examines the flood control ideas and its development process in the United States, Japan and other countries, and analyzes the historical evolution of China's flood control systems and the modern shift of the flood control ideas. This paper expounds the necessity of making corresponding adjustments to China's current flood control systems under the guidance of the modern flood control ideas of "comprehensive water governance", and further puts forward several aspects to be considered in injecting new flood controlideas into laws and regulations in order to better deal with flood events and minimize disaster losses.
