Abstract:
From the end of July to early August 2023, a catastrophic flood occurred in Beijing-Tianjin-Hebei Urban Agglomeration. This paper briefly discusses the coping process of this catastrophic flood and subsequent countermeasures from the perspective of the lower reaches of the basin, combining the frontline flood control experience. This paper first analyzed the heavy rainfall process and local defense responses in Tianjin. Then, we illustrated the incoming water situation of upstream water systems, and the mitigation measures in Tianjin. Finally, several suggestions and thoughts were proposed for preventing extraordinary floods in the Haihe River Basin, which could provide valuable references for better mitigating flood in the future.
