Abstract:
Flood control and drainage security are critical prerequisites for ensuring the stable development of regional economy and society. In recent years, continuous changes in natural and anthropogenic conditions have posed a series of significant challenges to flood prevention and disaster reduction. This paper summarizes the characteristics and historical process of flood control in the Lixiahe region of Jiangsu province. Based on an analysis of the main impacts of natural and human factors on basin flood disasters, the paper discusses strategies for strengthening flood control and drainage capacity and resilience in a changing environment. These strategies include improving the regional flood control and drainage engineering system, constructing a flood early warning and dispatch decision-making system with emergency response and rescue capabilities, and regulating and controlling human activities. The strategies proposed herein can serve as a reference for refining the flood control and waterlogging system in the plains of the Yangtze and Huai rivers.
