Abstract:
It was obtained through the review and examination of 22 typical flash floods disaster events in China from 2019 to 2024 that extreme rainstorms, unfavorable underlying surface conditions and human activities, insufficient monitoring and forecasting capabilities, deficiencies in disaster warning when disasters are approaching, low quality of defense plans, incomplete full-chain responsibility systems, and low flood control standards for river courses in mountainous and hilly areas are the main causes of flash flood disasters in recent years. In combination with the construction of flash flood disaster prevention and control projects in China, suitable strategies for flash flood disaster prevention and control under the background of climate change and the basic national conditions of the new era have been proposed. These strategies mainly include implementing detailed management of hazardous areas, accelerating the construction of the "three lines of defense" for rainfall monitoring, improving forecasting and early warning capabilities, enhancing the quality of defense plans, strengthening risk prevention and control management, strengthening flood control and management of river channels in hilly areas, conducting review and exploration and innovation, etc.
