Abstract:
In July 2024, the Xiaoqing River and Tangbai River in Xiangyang City, Hubei Province, experienced a extremely heavy rainstorm flood since "75·8". The flood was fierce, high in magnitude, dangerous and long in duration, breaking the historical record. Faced with the severe flood prevention situation, Xiangyang City actively defended itself, analyzed accurately, made careful judgments, and responded scientifically. It successfully dealt with multiple sudden emergencies, timely relocated and resettled affected people, and set a record for the largest number of people evacuated from floods in Xiangyang City. It achieved the flood prevention goal of "no casualties, no dam collapse, no breach of embankments, and no impact on important infrastructure". This paper analyzes on the characteristics of the extremely heavy rainstorm floods in the Xiaoqing River and the Tangbai River, sorts out the experiences and practices of flood control and flood fighting, examines the weaknesses and shortcomings of the flood prevention work, and probes into the countermeasures for improving the defensive ability of the basin wide large floods, which provides reference for other regions to carry out the flood and drought disaster prevention work.
