    北京昌平区“23·7”特大暴雨防洪调度分析评估与经验启示

    Analysis, evaluation and experience enlightenment of flood control scheduling of "23 · 7" extremely heavy rainstorm in Changping District, Beijing

    • 摘要: 2023年,北京昌平区遭遇“23·7”特大暴雨洪水过程,昌平区采取滚动洪水预报、水库精准预泄及联合调度、蓄滞洪区运用等措施,最大程度降低了洪涝灾害损失。分析了“23·7”特大暴雨洪水特点,核算了区域水利工程防洪调度指标,系统总结了“23·7”特大暴雨洪水过程防洪调度经验与不足,提出了未来防洪排涝工程体系建设、山洪监测预警响应能力提升及水利工程系统化调度的措施,为极端暴雨场景下区域洪水防御提供重要参考。

       

      Abstract: Changping District of Beijing, experienced the"23·7"extremely heavy rainstorm flood process. Adopting measures such as rolling flood forecasting, precise pre discharge and joint scheduling of reservoirs, and utilization of flood storage and detention areas to minimize the loss of flood disasters.Based on this, the characteristics of rainstorm flood are analyzed, the flood control scheduling indexes of regional water conservancy projects are calculated, the experience and shortcomings of flood control operation during the"23·7"extremely heavy rainstorm flood process are systematically summarized, and the measures for future flood control and waterlogging engineering system construction, flash flood monitoring and early warning response capability, and systematic operation of hydraulic engineering are proposed, which provide important reference for regional flood prevention under the extreme rainstorm scenario.
