Abstract:
In the evening of July 12, 2022, rainstorm suddenly fell in Dongfeng Village, Wudalianchi City, Heilongjiang Province. The rainfall exceeded 90 mm at 18:19 on July 12, causing local flash flood disaster, which caused serious damage to the lives and properties of local residents. Based on the results of post disaster investigation, a rapid recovery strategy for flash flood disasters is proposed by combining empirical formula method and distributed hydrological simulation. Through scientific analysis of the occurrence, development and response process of this disaster, the formation mechanism of the disaster is revealed and the disaster magnitude is determined. Through distributed hydrological simulation, the peak flow rate of this flash flood disasterreached 579.47 m
3/s, which is about 10 times the design peak flow rate (58 m
3/s) of Dongfeng Village section with a 100 year return period, far exceeding the current flood control capacity of the village. After investigation, analysis, and comprehensive analysis, it has been determined that the flash flood disaster was mainly caused by the combined effects of heavy rainfall and large-scale river topography; At the same time, the lack of monitoring and early warning stations in the upstream rainstorm area of the region is also one of the main reasons for the failure of timely and accurate early warning of the disaster. The research results can provide scientific recommendations for future flash flood prevention in the region.
