    淮河干流水量应急调度预案分析研究

    Study on water supply emergency management plans for the main stream of Huaihe River

    • 摘要: 淮河流域地处我国南北气候过渡带,流域降水时空分布不均,旱涝灾害频发。淮河流域人均水资源占有量约为全国的1/5,属于严重缺水地区。淮河干流向沿淮城市居民生活和工业供水主要集中在蚌埠闸上河段和洪泽湖两处水源地。在发生严重枯水和特别严重枯水时,淮河干流蚌埠闸上河段和洪泽湖水资源供需矛盾突出。为预防和应对蚌埠闸上河段和洪泽湖的供水危机,保障蚌埠市、淮南市城市居民生活和重要工业用水,缓解洪泽湖水生态危机,对淮河干流水量应急调度预案进行了研究,总结了流域水量应急调度实践,确定了应急调度原则、范围、水源、线路与枯水预警指标和启动条件,制定了水量应急调度预案,以期为淮河干流干旱应急水量调度提供科学依据。

       

      Abstract: Huaihe River basin located in the climate transitional area between the north and south of China, special geographical environment and the mutability and instability of the climate transitional belt result in an uneven distribution of precipitation. As a result, drought and flood disasters occur frequently. The available average water resource per person is about one fifth of the national average; therefore Huaihe basin belongs to an acute water shortage area. The water resources supply and demand contradiction is obvious between Bengbu hydro-junction at main stream of Huaihe River and Hongze Lake during severe water shortage periods. In order to prevent and response emergency water shortage situation, to guarantee the water supply for residents and industries, and to relieve ecological crisis in Hongze lake, water resources emergency plans for the main stream of Huaihe River have been studied. This paper summarized emergency management practice, determined the principles, confines, water resource, routes, low water early-warning index and starting conditions for emergency scheduling. Furthermore, water emergency plans are proposed. This study can provide the scientific proof for water emergency management on main stream of Huaihe River to mitigation drought disaster.
