Abstract: Flood disasters occur frequently in Dongting Lake Region,which draws great attention in Hunan Province. For a long time,there have been numerous severe problems in this region;including lack of flood regulations and storage,safety of dike-crossing structures,inadequate design standards of river levees,slow action on returning farmland to lakes & plains,and lack of labours in rural areas. Therefore,it is important to strictly implement the Flood Control Law of the People's Republic of China,the second revised version in 2015;and earnestly supervise the implementation of flood control by levelling embankments,returning farmland to lakes,and building towns for displacement. In particular, flood control concepts need to be changed to combination of "blocking" and"dredging",as well as high priority on flood prevention to ensure the safety of people and property,achieving harmonious of human and water in the Dongting Lake region.
