江苏泗阳县洪泽湖蓄滞洪区运行存在问题及对策

Problems and solutions to the operation of flood storage and detention area in Hongze-Lake of Jiangsu Province

摘要: 2002年3月，水利部淮河水利委员会明确将洪泽湖滞洪区作为淮河流域防洪体系的重要组成部分。该蓄滞洪区为缓解洪泽湖泄洪压力，保证里下河地区2000多万人民群众的生命财产安全，发挥了一定作用。针对泗阳县洪泽湖蓄滞洪区安全建设滞后、保庄圩工程实施难度大、补偿救助机制缺失、管护经费来源渠道不畅等问题，提出了规范蓄滞洪区建设管理、蓄滞洪区安全建设、建立补偿救助机制的政策措施及实施意见和相关建议。
