    海绵城市建设效果评价技术研究进展与实践

    Review and practice of evaluation techniques of construction effect of sponge city

    • 摘要: 研究将海绵城市建设区分为有监测资料区域和缺乏监测资料区域,并分别建立了其海绵城市建设效果评价方法,介绍了海绵城市建设效果评价体系构建流程,总结了有监测资料区域海绵城市评价体系的建立原则、指标体系、指标筛选因子、指标权重确定、评价模型构建等;缺乏监测资料区域海绵城市建设效果评价体系需结合遥感反演数据、特征参数、模型模拟等进行综合评价。目前针对不同尺度基础资料和监测数据缺乏区域的海绵城市建设效果评价方法仍有待完善,并且缺少极端降雨条件下海绵城市建设效果的客观评价方法。以北京市为例,分别对有监测资料的海绵小区尺度和缺少监测资料的西城区进行了海绵城市建设效果评价应用,较为客观地反映了不同尺度的海绵城市实际建成效果。

       

      Abstract: In this study, the sponge city construction area is divided into monitoring data area and lack of monitoring data area to establish their sponge city construction effect evaluation method. The construction process of construction effect evaluation system for sponge city is summarized. The establishment principle, index system, index screening factor, index weight determination and evaluation model construction of regional sponge city evaluation system with monitoring data are summarized. In the region lacking monitoring data, the evaluation system of sponge city should be combined with remote sensing inversion data, characteristic parameters, model simulation and so on for comprehensive evaluation. At present, the evaluation methods of sponge city in regions lacking basic data and monitoring data at different scales still need to be improved, and there is also a lack of objective evaluation method of sponge city under extreme rainfall conditions. Taking Beijing city as an example, this study evaluated and applied the sponge city construction effect to the sponge community scale with monitoring data and Xicheng District without monitoring data respectively, which objectively reflected the actual construction effect of different scales of sponge city.
