Abstract
Short duration heavy rainfall has the characteristics of high suddenness, high rainfall intensity, fast disaster formation speed, and great destructiveness, which are prone to form urban flood disasters. It requires high accuracy, timeliness, and practicality of forecasting and early warning. This article proposes to achieve intelligent monitoring, rapid simulation, and precise warning of short-term heavy rain and flood disasters through full coverage monitoring of rainwater conditions, rapid simulation of flood processes, precise identification of flood risks, accurate and rapid prediction and warning of flood risk locations, scope, and processes, scientific guidance for emergency response and prevention, traffic control, personnel transfer, and safe travel, striving to achieve precise prediction, scheduling, and defense, win valuable time for emergency response and on-site rescue, minimize casualties and economic losses to the greatest extent possible.
