Study on complete compensation operation of reservoir flood control

Abstract:Complete Compensation Operation (CCO) is widely used in flood control planning and real-time operation. The basic connotation and essential characteristics of CCO are of great theoretical and practical value. As a flood control system consisted of a reservoir and a downstream flood control point,a general linear programming model with the objective function of minimum flood control volume using complete compensation operation is established,considering the downstream river evolution and the lower limit of discharge as constraints. A case study of a single reservoir and two downstream flood control points reveals the flood process characteristics of flood control points,the change rules of CCO characteristic parameters(effect,time and flood control volume) and the relationship among CCO、FDO and SFPO. This paper proposes a method to calculate the parameters of SFPO. meanwhile,it also clarifies the effects of lower limit of discharge on discharge,flood control volume and the start-stop time of SFPO.
