Flood risk zoning along the Jiangsu Section of the East Route of the South to North Water Diversion Project

Abstract:The East Route of the South to North Water Diversion Project mainly undertakes the water supply task with the multiple functions such as flood control, water diversion, and shipping. In order to improve the level of flood risk management along the Jiangsu section of the East Route of the South to North Water Diversion and grasp the distribution of flood risks along the route, flood risk zoning has been carried out. Taking the area along the Jiangsu section of the East Line of the South to North Water Diversion Project as the research object, with an area of 16 422.36 km2, the flood characteristics of the area along the Jiangsu section were analyzed. The zoning unit division, zoning analysis scheme, zoning analysis model construction, and risk element analysis calculation were carried out. The comprehensive risk calculation method was used to divide the flood risk level of the study area into four levels:extremely high, high, medium, and low. The research results showed that the total area of extremely high and high-risk areas is 3 481 km2, accounting for 21.20%, mainly distributed in the surrounding areas of Hongze Lake, Baima Lake, and Gaobao Lake area, and the surrounding areas of lakes and polders in the hinterland of Lixiahe District. The results reflect the overall situation of regional flood risk, clarify the degree of internal flood risk in the region, and support flood prevention and mitigation planning, flood dispatch management, and contingency planning.
